Request letter to show intention to reside outside of Quebec - TR to PR

Hi everyone,
I have applied for the TR to PR program in May 2021.
Today I received a request letter asking for additional information:

Letter of explanation: Please send a letter of explanation stating your intention to reside outside the provice of quebec and your current residential address, and documents that demonstrate a connection outside the province of quebec, such as:

proof of employment
job offer
lease contracts

I am currently living in Quebec but since submitting my application have tried to find a job in Toronto. I have sent my resume but haven't been able to find anything.

What can I send to justify the officer that I don't want to stay in Quebec forever.
I have less than a week to answer this, please help!

I'm in the same boat. I didn't get a letter yet but I've applied for the program and am living in Quebec.
Any help on what I could do to show my intention of leaving Quebec would be appreciated

Based on the timeline you mentioned its obvious some considerable time has passed since you sent your application. Now you need to show what steps you took during this time to get out of Quebec.
Did you search for jobs outside your province? Explain and show proof of that.
Did you travel to other provinces to look for settlement opportunities? Mention that and show proof (tickets, hotels, etc.)
Was there a legitimate reason why you couldn't exit Quebec sooner? Mention it.
Try to show that you really wanted to (and do plan) to live outside Quebec but your haven't been able to secure a job or living quarters yet. Hopefully that'll persuade the officer.

Aurore I was initially trying to find a job in Toronto. I applied through indeed for lots of positions and even had a job offer which I declined. Unfortunately, all of this was done in a 2 month period and after that I didn't do anything else.
I also did visit Toronto and Ottawa twice.
Of course I will mention that I was searching for a job. But do you think they'll want proof? And does it look bad that I gave up after two months of searching?

Aurore With the current immigration outlook of Quebec, I would assume anyone who wants to get PR would seriously consider leaving that province. With what I heard their politicians saying sometimes it seems to me like the province is anti-immigration!

I think basically you just have to claim that you want to live outside of Quebec, then add any info you can to the mix. Just be careful not to lie about anything such as having a job offer which would start soon or lease from outside Quebec. It is very possible that they might ask you for an update again sometime in the future and then you'll have to show that you really moved to the new house, or have the job you claimed.

You can have an affidavit signed at a notary public affirming that you will settle outside of Quebec and only because of the current situation you have stayed so far.

Thank you for all your responses. I just wanted to update you with what I did.
I prepared a notarized letter affirming that my intention is to settle outside of Quebec and I even put a date that I will be moving in the letter.
I also got a lease agreement from a friend who allowed me to stay at their place while I am searching for a job in Toronto.
I found all the job positions I had applied for outside of Quebec and put them all in an excel file and attached to the documents. I also attached pictures the many trips I had gone to Ontario for finding work, or just being with friends.
And finally, I prepared a two page explanation letter going over why I didn't move outside of the Quebec earlier. I covered the fact tha I have no strong ties with Quebec but because of friends and family members, I have a very strong tie to Ontario.
Basically that's it. Wish me luck!

Farhad-n Please let us know how it goes. I have a friend in Quebec that has also applied for the TR to PR pathway. Based on what you mentioned, they will probably get the request from the officer to explain their intention to reside outside of Quebec soon.

A question for everyone, is there anything my friend can do at this stage before getting the request from the officer to explain his intention to reside outside Quebec that would help his application?

An idea came to me about this. If your are serious about moving outside of Quebec and have a friend living in a different province that is willing to host you for a while at his/her place, then you could claim that you will be moving to that new address and get a letter from the friend mentioning that you will be moving in to their place until you find accommodation of your own.
This would definitely be strong intention of residing outside the province of Quebec especially since you have a moving date, an new address, and a friend who backs you up on that.

Linden Yeah this is a good idea. However, keep this in mind that you will most likely have to follow through with it. I mean it might take a while for IRCC to process your PR to TR application, so in that time they might ask you for another update and it's best to show you have gone through with it.

You probably submitted the documents the officer wanted but I just heard from a friend who got the same request 6 months ago and just submitted a letter explaining that he really wants to move out of Quebec. He got his PR eventually.
I don't know if he was just lucky or it's this easy.

Mariaa Yes, I did receive my PR! Basically I did what I wrote previously to show my intention is to reside outside of Quebec and it worked.

Since then I've had a few friends run into the same issue aswell. If you have any questions let me know and I can check to see what they've done

Farhad-n Congratulations for your PR. I am also in the same boat in 2024. What are the reasons you showed in your intention letter? Did you submit any supporting documents? I don't have any ties outside QC, but I am continuously looking for a job. Is this intention enough? Can I get to know more about the letter from you, please?

Basically, I prepared a notarized letter saying that my intention is to settle outside of Quebec and I even put a date that I will be moving in the letter. My friend gave me a rental agreement to show that I would be staying at their place. I submitted evidence of all the jobs I had applied for outside of Quebec. I also sent proof of my visits to Ontario like photos and tickets. I claimed that the trips were for me to find a job and connect with my friends there (showing that I have strong ties to Ontario). I also prepared an explanation letter mentioning why I didn't move outside of Quebec earlier. In this letter I mention that I do not speak French and have not learnt to speak French during my time in Quebec which would make me finding a job really hard. I said that I don't have any family members or close friends in QC and again mentioned that I'm leaving Quebec and moving to Ontario soon.

If you don't have ties outside QC, I suggest you show your ties to QC are weak and non-existent. Like you cannot find a good job because you lack French language skills, you don't have family members, you're only there for one specific reason and when that is over you will move outside the province.

Also, try to show any proof of your search for jobs outside QC like screenshots. Definitely prepare a notarized affidavit mentioning that you will be leaving the province at a certain date and you do not plan to stay there.

If you don't have anything else to show you can sign an affidavit claiming that you do not intend to live in Quebec and are only temporarily there for a specific reason and will move out of the province as soon as possible (like when you finish your project or get a new job, etc.)
