Basically, I prepared a notarized letter saying that my intention is to settle outside of Quebec and I even put a date that I will be moving in the letter. My friend gave me a rental agreement to show that I would be staying at their place. I submitted evidence of all the jobs I had applied for outside of Quebec. I also sent proof of my visits to Ontario like photos and tickets. I claimed that the trips were for me to find a job and connect with my friends there (showing that I have strong ties to Ontario). I also prepared an explanation letter mentioning why I didn't move outside of Quebec earlier. In this letter I mention that I do not speak French and have not learnt to speak French during my time in Quebec which would make me finding a job really hard. I said that I don't have any family members or close friends in QC and again mentioned that I'm leaving Quebec and moving to Ontario soon.
If you don't have ties outside QC, I suggest you show your ties to QC are weak and non-existent. Like you cannot find a good job because you lack French language skills, you don't have family members, you're only there for one specific reason and when that is over you will move outside the province.
Also, try to show any proof of your search for jobs outside QC like screenshots. Definitely prepare a notarized affidavit mentioning that you will be leaving the province at a certain date and you do not plan to stay there.
