I think immigration policy in many countries acts like a pendulum. It shifts from one end of the spectrum to another. For example a country might be open to immigrants and welcome a large number because it deems that it needs immigrants, but then as immigrants come it creates discontent with the population living in the country, so politicians now start to move away from the open immigration policy, people forget about immigration being an issue, politicians start to increase immigration levels, and the country starts accepting a large number of immigrants, ....
This cycle goes on and on. I think we're getting towards the end of the generous cycle for Canada and the next government will be tougher on immigration and reduce the numbers.
